Windows 8 Recovery Environment (WinRE) is Empty

I have a Dell Inspiron laptop with Windows 8 pre-installed by Dell. On this system the disk management screen shows four partitions in addition to the
primary partition; they are the EFI System partition (500MB), an OEM partition (40MB), and two Recovery partitions (500MB and 11.98GB). All four partitions
are shown as being completely empty. On reading the Microsoft Knowledge Base article associated with the Microsoft update KB2769034, I note that an error in the Out of Box Experience (OOBE) wizard resulted in the WinRE not being enabled. Can anyone explain the purpose of these four partitions and advise on the action necessary to enable the WinRE capability and any other capabilities associated with these partitions that should also be enabled.

Any constructive suggestions would be gratefully received.
