dell webcam central installation

i have Inspiron 14 Intel N4050 and there is problem in video chatting on skype or google plugin or G-talk(i can't  videochat ), when i tried to open setting related to dell webcam central but it was not installed or present in my laptop,

i thought that may be probleme in webcam, microphone etc, so i tried to install dell webcam central software but while downloading the software massage like '' set up could not detect any dell webcam central on your system(box shown below)'' do anybody have solution for the same?

also i tried the link provided in Dell forum'' http://www.dell.com/support/drivers/us/en/04/DriverDetails/DriverFileFormats?c=us&s=bsd&cs=04&l=en&DriverId=R230103     but the massage appearing like'' We're sorry...Details for this driver are currently unavailable. Please try again later.
