Internet Exp 10

I purchased an Inspiron 5710 I think it is called. Shortly after getting I upgraded to Office 2010 and Windows 8. The Internet Exp part of Windows 8 has shut down, I cannot get Internet Exp. and cannot find anyway to run a "repair" or speak to someone to help repair it.

Any suggestions other than throwing all of it out and going to a MAC
