Windows 7 Interactive logon process failed box will not go away and my screen is nonresponsive

I have this as a constant now >>> "interactive logon process initialization has failed. Please consult the event log for more details." This message is the ONLY thing that comes up now and I can't get it to go away or the system to do anything else. It is stuck.

Just prior I reset the settings, restart to earlier times, etc. to Dell's original. It all acted normal. When it was all done it comes up with this box that says the above. There is no other button or display to use and I've hit F8 and all the other keys upon starting up. I do not have a windows 7 disc. When I first boot up everything acts normal. Windows 7 does its screen this and then its the BOX which I cannot get past.

Ideas?
