Reboot Operating System ?

Hi everyone :)

 

So here's the deal : my computer (Inspiron Laptop) has been out of service for about a month now ; the other day, I called the support center to have insight on my situation. Basically, the screen loads,  I see the Microsoft logo with the 'loading' caption under it, and then, once the loading is done, I the screen goes black, the only thing being visible is the mouse (and I can use it). There is no blue background, no 'insert password' option ... Just a mouse on a black screen. And it lasts endlessly.

 

So the support person asked me to run some tests using F12, which is what I did ... And everything was apparently fine, so he said that the problem came from the OS. He said I would have to 'reboot' it, and that in doing so, my C drive would be empty. However, the D drive should remain safe from this rewriting. When I asked him what I had to do to 'reboot' the OS, he told me he would send me the steps by e mail within 30 minutes ... And never did. And since calling them is quite tedious given their working hours (9 to 17, monday to friday only) and that the email I sent them has been returned as their adress is no longer valid (and I went through the Dell website to find the adress) I was wondering if someone could tell me the steps I need to do to recover my computer, because I really need it. And I also want to make sure that all the files on my D drive (because that's where most of my files are stored) won't be deleted during the procedure.
