Cannot enable Intel Rapid Start Technology

A few days ago a dell technician replaced my motherboard because I had this problem: http://en.community.dell.com/support-forums/laptop/f/3518/t/19484403.aspx?PageIndex=1

When he tried to boot my computer in AHCI, a blue screen appeared saying that the computer had encountered a problem and needed to restart. He then switched SATA to ATA, and the computer booted after displaying a "system repair" message. 

However, now the computer takes much longer to load and gives me this message whenever I boot windows: "Your system does not seem to have Intel Rapid Start Technology enabled." The tech recommended installing new drivers for both Intel Rapid Start and Rapid Storage Technologies, and attempting to do so gave me the this message: "The computer does not meet the minimum requirements for installing the software."

Based on suggestions in other forums, I tried finding another SATA setting (IRST), but it doesn't exist on my computer. I'm assuming it should, though? 

So, how can I enable these services? My computer's specs are:

Dell Inspiron 7720 (17R SE)

BIOS: A13

Windows 8
