Blank programs and features window

In Win 7, I want to
: select Turn windows features on or off
: then select Telnet Client
: click OK

But when I
1. open the windows control panel > programs and features
2. select Turn windows features on or off

...the windows features window for turning on or off is blank unfortunately.

What to do?
