Inspiron 17R 5720 two weeks old, doesn't boot up and freezes on welcome screen.

My two weeks old dell inspiron 17R doesn't boot into the OS (Windows 8).

I read many comments on this web and tried these, but it doesn't help me to start it up. By hardware diag. passed the test, found nothing.
