Question about Dell System Restore

I have a question about using the System Restore option more that one time on the same computer. Basically will it work?  Over a year ago I got a nasty virus on my computer and after several attempts at removing it I contacted Dell. They gave me 2 options 1 was to reinstall from a disc and lose everything or do what I believe was the system restore and save my files.

I took the second option of the system restore and someone from Dell connected to my computer and with me on the phone took care of it. Everything seemed to be working fine after all this except when I was playing games. I couldn't play most games without frequent crashes and BSOD. I uninstalled and reinstalled my video card drivers over and over again to no avail. This led to another call with Dell and them replacing my video card thinking that it was the problem. This did not help.

Recently I tried using  AMD support and they walked me through all kinds of tests and in the end they recommended reinstalling the OS because they think something just went wrong with the system restore.

So basically I am at wits end with this and just want to go back to how the computer was when I first got it and everything ran great. So I guess I have 2 questions:

1) Can I do a system restore again?

2) With the problems I had with the first restore should I just go all in and completely reinstall the OS?

Im on an Studio XPS 7100

               Windows 7  home premium 64

               ATI Radeon 5670 1GB

Any advice and help would be very appreciated
