Dell Dimension 9100 (2005 vintage) and Radeon X600 128.00 MB RAM

I just bought a new U3011 Ultrasharp monitor from Dell. My DVI port on the video card was not recognized and I cannot figure out how to make it be recognized. However, the VGA port was recognized, but on three different computers, I got horizontal lines after several minutes of use of the monitor. Then the monitor would blink on and off and then go dark. I had to turn off the monitor and then turn it back on to get a few minutes of decent viewing of the monitor. Then the horizontal lines would come back again. I tried a HDMI connection on a newer computer and the same thing happened. After discussing the issue with a techie at a local computer shop, I decided that the monitor was bad. I called the technical support folks (India central) and after waiting for 1 hour the first time and a few minutes the second time, the person (somewhat inept technically) finally decided to send me a replacement monitor which I received yesterday. It seems to be working fairly well. Occasionally a few horizonal lines appear at the top of the screen, but this does not last long. What surprised me is that Dell sent me a REFURBISHED monitor, when I just paid the $1300 for a NEW monitor. It seems to be in good shape, but I was not told about this. At first the monitor would not wake up, but another post on this site suggested disabling the DDC/CI on the monitor menu, which I did. That took care of that issue.

1. How can I enable the DVI port on my video card. I'm using Windows 7 and have tried everything that I can think of. There does not appear to be a video card application on my computer. I go through the control panel/device manager. My drivers are up to date.

2. I'm really aggravated with the way I've been treated by Dell. I'm not sure what REFURBISHED means specifically. I'm not sure what was refurbished on the replacement monitor and what generation of U3011 it is. I'm sure that one can buy REFURBISHED monitors at a lower cost than new, yet I bought a new one. I am tempted to call my credit card company to cancel the payment. Am I being unreasonable. I also was not told what the warranty is on the REFURBISHED monitor. Is it the same as the new one that I'm to send back to Dell? Can anyone enlighten me on this?
